With episode 83 airing last week, many fans were left surprised when the Supreme Kai of Universe 7 revealed that there were only 28 planets with significant life on them, in their universe.

Now we do know that Universe 7 is in the Tournament of Power due to there incredibly low life record however, how is it possible for this number to be so low?

Remember that the Saiyan’s for years sent soldiers and children to take over planet in order to sell them to Freeza.

So does that mean that the Saiyan’s lost a lot of their battles when they were sent? Or that there weren’t as many Saiyan’s sent to planets as we originally thought?

Remember Freeza even stated that he had hundreds of planets under his control as a result of his army and the Saiyan’s efforts. But remember that doesn’t meant they all had life on them, we just assumed that they did.

Therefore, I suspect both of those theories about the Saiyan’s losing or not may of them being sent away, to be incorrect as remember Goku’s mission was to kill off every human, so that the planet can later be sold.

We see similar cases in the lead up planet Vegeta’s destruction, with Bardock killing off many of the planets inhibitors and with Vegeta and Nappa, while they made their way to Earth doing the same thing.

Freeza himself was capable of destroying planets easily and was seen doing so therefore, he most likely did so more than the once or twice we know of.

But then we can’t forget about another pink villain who before being sealed years before the current time-line, also destroyed large portions of the universe.

Due to Buu, Saiyan’s and as well as the rest of Freeza’s army, it has left Universe 7 with an incredibly low number of 28 planets to choose fighters from.

I hope that answers your questions about how that number was so incredibly low, it was poor universal management that lead to this. But the way things were going, if Goku and his friends didn’t arrive, things would have only gotten worse.
